Outstanding payment

Hi,
please check the following sentences:

"The outstanding payment to be paid in cash at the fair"
"The pending payment to be paid in cash at the fair"

Are these sentences OK? Would be "balance" a better choice instead of payment here?

Thank you

If they have already paid a portion, and what remains is the final amount due, they I would say "The outstanding balance is to be paid in cash at the fair." I would not use "balance" if they had not already paid some amount.
