Context:

Lieutenant Burton, NYPD, is speaking in the reception desk of a Hotel with a police detective. They have just finished questioning a suspect in his room. The clerk is looking at them.

This is a dialogue from a US movie produced in 1932. The detective is not speaking to the Hotel clerk, but to his chief, the Police Lt. Burton. So, I don't think that your guess makes sense here. I listened to it again and he doesn't say line; he says clearly "word".

Thanks, enoon. I think you are right. The sound was very bad and it wasn't clear if the detective said "word", "work" or "wire". But only "wire" makes sense.

A movie consists of a sequence of still photographs something like a rapid slide show. Each "slide" is a frame. If a thing is out of frame, you can't see it, but you can still hear it. It's like lines delivered offstage in a play.
