Outside the town

A: Look at all those dead fish! What do you think happened?

B: Well, there's a factory outside town that's pumping chemicals into the river.

I don't see why isn't here a determiner before the 'town'? Please anybody who knows the answer tell me.

'Town' is usually used without an article especially if the speaker refers to his home town. He is not in town. He'll come back to town next week.
