Outright

Hi,

1) Can I say that somebody is 'outright' lying?

2) If a car has a lot of exquipment inside, can I say that it 'groans with equipment'? I heard it on 'Grand Tour'.

3) What does 'rack a shotgun' mean? Does it have something to do with pulling the forearm back and forth to eject a used round?

Thank you.
