Outer?


Hello,



The following is from today’s Toronto Star. I don’t understand exactly what “outer guideline” means here. I will appreciate if somebody can explain it to me hopefully with another usage example.

Good grief, what a gruesome practice! The writer is trying to say that even though two hours is the official maximum time it can take for the victim to die the actual maximum (in order for the organs to be viable) is thirty minutes. Just writing about this makes me feel like I need a shower.

The original article you quoted was not clearly worded even though it is understandable. Just because your reader can puzzle out what you mean does not mean that what you write is clear. I wouldn't recommend using this formulation. How about this "... researchers suggest an MCL of 50 pCi/1."
