Outclassed?

Is outclassed a adjective here or " be outclassed" is a passive voice here?

I had thought "outclassed" is a adjective which means excellect but a little bird told me it is a form of passive voice here. I only found it is a verb in my dictionary.
So am I wrong? "be outclassed" means I fell behind from others?

If you think you are outclassed, you are;
You've got to think high to rise,
You've got to be sure of yourself before
You can ever win a prize.

Passive: 'you are outclassed (by your competitors)'. It means that they perform better than you, to a significant extent (are in a higher classification of excellence).
