Out to sea

Then there was a tipping point- almost no fish in the reef! So the fishermen had to go further out to sea to find enough fish.

I Googled the phrase but couldn't get the meaning of the phrase 'out to sea'. Secondly, why is it to sea why not to the or a sea?

It is a set phrase. It means further from land.
