out of the loop

The central leaders of BKP intend to keep its dissident leaders out of the loop during their planned tours to the party's organisational districts in a bid to reorganise the party.

This might be unclear to the uninitiated. I'm trying to imagine what an organisational district might be.

Also, it seems unusual that a party would have both "central leaders" and "dissident leaders." Perhaps they'd be better described as "leaders of dissident groups within the party."

What I'm trying to say is that it doesn't seem natural to refer to

The context is: the party is almost split into two over how to deal with the government. One faction wants to cooperate with it while the other opts for non-cooperation. You have rightly said that they are the "leaders of dissident groups within the party."

Organisational districts are those districts where the party has its branches.
