Out of the blue

(1) This problem didn't come out of the blue.

(2) This problem didn't come completely out of the blue.


Is the PP "out of the blue" gradable?

Is "completely" a dependent of the head of the PP "out of the blue"?

I think it is. The adverb "completely", in my opinion, is a degree modifier in the PP "out of the blue" in (2).
