OUT OF STONE ?

Here is my question :

"Two ways that planters from the West Indies influenced houses in the French Quarter was to build ground floors out of stone and to add wine verandas or covered porches , on second stories""

i 'm wondering that whether the phrase "to build ground floors out of stone" means
build the stone ground floors or build ground floors without any stone ?
