Is out of sorts a commonly used expression? I've just heard it in a sci-fi TV show. Is it primarily used in American English or British English? Or both? And... does it convey the meaning of being under the weather? Or does it have something to do with feeling upset? Is it a physical condition or a mental one? Can it be used in reference to feeling unwell because of a hangover?

It's fairly commonly used (at least in American English). It means not being in one's usual health or state of mind, so it could refer to either a physical or mental condition. It would certainly apply in the case of a hangover.
