I still say that out of question has no meaning, in British English anyway. Jasondai, where do you get 'undoubtedly' from? Is this an American English phrase?
Out of the question can mean impossible, absolutely not, etc - basically a strong negation.
I am a native speaker. England is one of the countries in Britain, (the others are Wales and Scotland) and I
"out of question" has no meaning in American English either. I don't know where the "undoubtedly" idea comes from! Most likely it's a misunderstanding of "without question".
