"Out of hand" does not go with "people," it goes with "killing." "Killing out of hand" seems to mean killing arbitrarily, without due process of law. She was accused of unfairly killing certain people she suspected of spying.

I wouldn't say it's wrong, but it is better to keep the words 'killing out of hand' together.
