I don't think there is a need for the "out," but I'm not prepared to say it's incorrect either. I've certainly heard it enough.

That's an interesting one.

1. Jackie is the shortest out of the three.

2. Jackie is the shortest of the three.

For me, #2 is the neutral version; while #1 seems to put extra emphasis on Jackie, as if she were indeed plucked out of the three.
