Hi.
In
"[..], tripled pawns are always an out-and-out liability."
(from Play Winning Chess, p.122)
does it mean that
"tripled pawn are always pnly a liability."?

Hi soheil1! I think here out-and-out is used as an intensifier relating to "liability". It basically means tripled pawns are always a big problem/always a situation that definitely causes a lot of problems/difficulties.

My problem is how tto translate the intensifier?
Does it mean they are a liability and nothing else?

and how is it possible that plural noun 'triple pawns' take indefinite article?

The phrase is "tripled pawns". I am guessing it refers to a specific situation in the game of chess. So the tripled pawns are (we use are because it refers to pawns and it is plural) always a complete/thorough/ liability/problem/difficult situation.
