Out

Dear sir,

I would like to know whether the following sentences are correct. My English teacher told me to use the word "out" in the following circumstances. But I have doubt on it.

Sugar is out (sugar finished).

He is out (he has gone out).

Petrol is out(petrol finished).

Fire is out (fire ended). Here in the case of fire how do we say that the fire is stopped. What is the correct usage?

Thanking you in advance.
