Our meeting was meant to be?

Our meeting was meant to be!

I have seen the sentence but I feel like there must be something after be like We are meant to be together or is there a meaning difference between be meant to be and be meant to be adjective or nouns like together?

This restaurant is meant to be excellent.

We were meant to be together.

This is not meant to be exclusive.

What do you native English speakers think? Thank you so much in advance.
