Our brains are wired for inattention and inertia?

Hello everybody.

Inattention and inertia reflect the way human brains are wired, and that wiring is a reflection of the way our brains evolved.

Can we say the above in other way? I mean what be wired means in the above? I think I got the meaning but is there any synonym for be wired? Does it mean be disgned?
