Hi!

Am I using "ought to" correctly here?

That is very disappointing, because the court could have, and it ought to have, resolveed all these matters while adjudicating the matter on merits

Yes, you can say it that way.

Note "resolved" not "resolveed." Also, the normal expression is "on the merits."
