Otherwise

Hi.
"I wanted to see him but he was otherwise engaged."

What difference does the use of 'otherwise' make to the meaning of the sentence? If seems utterly unnecessary.

It seems to add emphasis. And sometimes the phrase is used in a context in which the person just does not want to see 'you', ie as an excuse. Clive
