The station will broadcast traffic information at fixed time or at other time.

I'm wondering how I can get the underlined part better worded. I think of "or otherwise", but not sure if it contains ambiguity: will it mean "the station will broadcast traffic information at fixed time or not broadcast it at fixed time".

well i think : or at other time means the station will do broadcast the information any way.. or otherwise means may be, may be not.. correct me if wrong.
