"The XXXXX when assembled according to this Manual are suitable for use in all establishments, other than domestic, and those directly connected to the public low-voltage power supply network that supplies buildings used for domestic purposes"

I'm not certain of the meaning of "other than" in this case: does it mean "except or excluding" or the opposite "including"?
