Other meaning of should have p.p

He should have been sick because he didn’t come to work yesterday.One said to me that the sentence "he should have been sick" can be understood as possibility or assumption instead of regret. So, my question is if you can use the phrase "should have p.p" to express not only something you regret not doing in the past but also a possibility, assumption or guessing.
