I am trying to understand why there is no "the" before baggage. My English tutor (Australian) says it is because it is not a particular set of baggage that is being referred to but any/all baggage that passes through the hotel, so no article is required.
However, he says that it could also be written "the baggage" if the hotel means "the baggage that belongs to hotel guests" and that it is understood by the reader that the last part is simply implied.
Is this true?
