Yes, I've heard "to" used in place of "with."

I don't have to whom to complain just that some parts on this book are very hard so far, it might be that it is written in a way I'm not familiar with- but I'm keep trying with it Avangi ...

Actually, I sympathize.
We'd probably be more likely to say, "This expression is new to me" than "This expression is new with me."
But I suspect both are correct.

To my ear, the sense of "to" is a bit different in the two examples.
I take the Mormon example as "attributed to."
