Origin of phrase

To "jump in with both feet".

I understand the meaning of the phrase, but am slightly puzzled by the possible origin of it's use. Would it mean someone who was not afraid of the water temperature and did not waste time testing it with one toe? Someone who was quite prepared for the consequences of making that kind of choice, regardless of what others may think or know?
