ordering of sentence

Please help me order ther sentence :

Hardly had my brother descended from the plane
(P) when the people
(Q) waved and cheered
(R) who had come to receive him
(S) from the lounge

Will it be PRQS or PRSQ ?

You'll have to ask the ancient Romans about that. "que" at the end of a word is the same as "et" in front of it. Both mean "and". LATINWASORIGINALLYWRITTENLIKETHIS, so it was an arbitrary matter where the word divisions were.
