Could you check whether the following sentence is right? Thank you.

Regular office hours will be changed from 7 a.m. to 4 p.m. to 8 a.m. to 5 p.m., Monday through Friday, on Monday, August 10th, 2015. The option of flextime will also apply from the following Monday, August 17, through the next Friday, August 28.

Could I repleace the 'effective Monday' with 'effective from Monday' or 'on effective Monday'?
