Order of the word

Hello,

Please, is the following sentence grammatically correct: "The eligible activities are only not started activities whose predecessors are finished".

Activities which are not started and activities whose predecessors are finished are considered as eligible activities. But only these two types of activities are eligible activities.

Does it make sense now?

Or, may be it would be more understandable if I use a colon as follows: "The eligible activities are only : not started activities whose predecessors are finished".

"eligible activities" is most likely wrong. You can be elligible for something, which means "suitable for something" but elligible is not common in attributive position except in some fixed phrases ("eligible bachelor" for example). I'm still not clear on what exactly you try to say though, sorry.

I looked at it again, and I see that I did not take into account that there are two categories of eligible activities.

"There are only two kinds of eligible activity—activities whose predecessors are finished and activities which have not yet been started."
