Order of Adjectives - Urgent

Using the order, Opinion -> Size --> Age --> Shape --> Colour --> Origin --> Material ---> Purpose

Why do we say
big, sparkling diamond and not sparkling, big diamond
long, dirty, wooden table and not dirty, long, wooden table
tall, elegant lady and not elegant, tall lady
big, frightening house
and not frightening, big house

In bald, agile young man, what class of adjectives do "bald" and "agile" fall in? Why does "bald" come before "agile"?

What happens if we have two opinion adjectives? Which comes first? beautiful, exquisite silver necklace or exquisite, beautiful silver necklace?
