The sentence is completely understandable, and apparently grammatically correct, but the problem with it is that a native speaker's subconscious immediately comes up with, "He ordered that there be two men in the room.", when he sees the original sentence, so that the original does not look quite right afterwards, and looks even less right each time it is mentally compared side-by-side with the mo
