Is 'verbal' or 'oral' the truly correct choice below?

1) She provided an oral / verbal admission to the theft.

2) She orally / verbally admitted to the theft.

I think I would use 'oral', just to be clear.

Nevertheless, to my dismay, I found a definition of 'verbal' some time ago that surprised me: spoken rather than written. So 'verbal' is also possible.
