OR structure failure

Why parallel structure for "OR" didn`t use here:
Operant conditioning involves rewarding or punishing certain behavior to reinforce OR extinguish its occurrence.

The verb forms remain parallel; the second infinitive particle is merely ellipted.

It`s OK but in the second i think we should have another "to" :

to reinforce or TO extinguish

Both "reinforce" and "extinguish" are verb then must have the same structure.

By grammar rules both of them should have same structure.

If you mean that ( 1 ) and ( 2 ) above should have the same structure, that is not true, since they are not in parallel positions; they are at different levels in the sentence. 2 is subordinate to 1.
