Or have they?

Ex.: "At least they have stopped deforesting the area, or HAVE THEY?"
I think I have encountered this formula somewhere, and quite frequently. "OR HAVE THEY" should mean in this case: "Or are they still doing it?" Can you confirm this?

It seems counter-intuitive to me, because it should rather be: "Or HAVEN'T they?", but whatever.

Yes. But I guess "or" makes the difference here.
Another example would be: "Apple has announced iPhone 6 release date…or have they?"
