What do these sentences mean?

1. Arbitrary value, typically based on hop count, media bandwidth, or other measures, that is assigned by a network administrator and used to compare various paths through an internetwork environment. (I don't understand this sentence. I have singular 'hop count' then singular 'media bandwidth' and then I go to plural 'other measures'? Is this sentence correct?)
