Optional preposition in question form?

Hi, would you say the number one question contains a preposition, "In", that is necessary, whereas for the number two and three questions, the opposite is true? If it is so, why is that?

1. In what city does he live? -- The preposition "In" seems to be necessary.
2. In what year was he born? -- The preposition "In" seems to be optional.
3. In what month did he go back home? -- The preposition "In" seems to be optional.

(At?) what time are you coming today?

For both, I would say the responses are:

I came back at 6 p.m. yesterday.
I am coming at 6 p.m. today.
