Hi,
If we are modifying a noun that is in the objectival position, would you say the phrase "that is" is usually ooptional or ellipted??
He is given money (that is??) to be spent during his travel.
He is wearing a shirt (that is??) about two inches too long.
He is eating cake (that is??) too sweet for his body codition.
