This morning I had a row with my colleague about the optional "having" below.

I said it is optional, but he didn't and doesn't believe me.

so we agreed to post it on an English forum.

No. It's not optional if you leave all the rest of the sentence the same. You can't have:

*Are you mad at me for not brought your purse?

However, you can omit having if you change brought to bringing:

Are you mad at me for not bringing your purse?
