1. This is okay. 2. The words "top" and "bottom," in the sense of clothes, are used only for women's clothes. So you could say: "She's wearing a blue top and black bottom." For a man you'd have to say: "He's wearing a blue shirt and black pants."
Also, 1. is technically okay grammatically, but this type of fine distinction (that is, "___ - like such and such") is usually not made for men's clothing. You'd more likely hear: "He's wearing a blue T-shirt and black jeans."
