Operatives weighing down

Hi, The online dictionary shows me about "operatives " Activists from headquarters", I'm not sure that implies that? Maybe it was just a mistake because it's automatic translation.

I guess "Weighthing down" has a negative meaning due to "The lack of operatives" but I seem not to understand what its mean ...
