According Merriam Webster Dictionary, two different pronunciations are possible the word "operative". One option is: 'äp(?)r?-tiv and the other is: 'ä-p?-?ra. Also, seems like this also applies to the word nominative.
I would like to know if there is a specific rule for each pronunciation mentioned above or if it is rather a matter of preference or style, whichever one feels more comfortable with.

In the case of operative and nominative , I personally have never heard any pronunciation except the first listed.
