Please, does this mean that the product itself is converted to adopt this operating handbook? Doesn't make sense to me.

I think the part after the and means- if the way that measuring occurs changes then change this handbook. It could be his boss of the operating handbook told him to write it in the most convoluted way possible or its a translation from Japanese by lowly paid Chinese translators. The Japanese couldn't do any better anyway.
