Operating and Management Agreement?

Hi guys,
I am trying to figure out what is right here.
I saw a company who entered into an 'operating and management agreement' with other company for them to operate and manage their organization on behalf of them. However here, according to the grammer I know, "operating" is an adjective, and it sounds more right to be "Operation and management agreement" or "operational managment agreement". But saw some big companies who entered into the contract called " operating and managment agreement. What is meant to be right here? Also I want to distinguish "operation and managment" other than those two being one like"operational manament."

'Operating' can also be a noun. Operating and management = noun + noun. That is fine.
