operate

Isn't this a mistaken sentence?

*If, however, a mobile phone operator its customers to pay for items in a store by
waving the phone at the cash register and then tacked on a fee for this convenience,
it would probably be accepted as normal.*

What's the meaning of operate there?

Thanks.

Yes, the sentence is missing some words. Operator means the mobile phone company; the company that operates (or buys time on) the antennas.

I think there is also grammatical errors. For example what this expression snip *a mobile phone operator its customers* , means?
I think there should be some word(s) between "its" and "customers".

The whole thing needs to be rewritten, it's a run-on sentence with missing words.

If a mobile phone operator allows its customers to use their phones to pay for items at a store for a fee, it would probably be accepted as normal.
