open vs closed parentheses for lists

Are there any rules for using open vs closed parentheses for lists. This is my rule but more often than not I see other people doing their own thing.

A list that is embedded in text should use closed parentheses to itemize things, like (a) this thing, (b) that thing, and (c) something else. In contrast, a list where each line is its own item and therefore no text to the left, can use open parentheses, like

a) thing thing
b) that thing, and
c) the final thing.

When you use "running text" (it looks like a paragraph, without line returns) then using both marks will make it ea
