Open to (the) public

I've seen both expressions and with open either as an adj or a verb but was wondering if we need "the" or not -
e.g.
(a) The event will be open to the public on Sunday
(b) The event will be open to public on Sunday
(c) The event will open to the public on Sunday
(d) The event will open to public on Sunday

The and be are necessary, not to mention a full stop.
