In BrE:

[??] is frequently an allophone of /?/ in unstressed word-final position, for example in father, Russia, under.

For older speakers of RP, [??] is an allophone of /æ/.
For some speakers of RP, it is an allophone of /e/
In a few short words such as her, sir and were, it may be an allophone of /??/

It may be the first part of the vowel

Can open schwa [??] also be an allophone of second part of diphthong /??/ in BrE as in the word 'here' /h??(r)/ please.
