Open quotations marks

I have a friend that insists on using open quotation marks in his writing such as the following "most people would have stopped for the injured bird. (then proceeds to start another paragraph.)

It must close sometime, but if it is a long quotation, it could be delayed for several paragraphs. Where there are several consecutive paragraphs of speech, open quotation marks are used at the beginning of the first and every following paragraph; close the quotation marks at the end of the final paragraph.
