On/Under Review

http://www.nytimes.com/2011/03/25/business/global/25euro.html?pagewanted=all

"Portugal’s debt rating was downgraded two steps by Fitch Ratings and placed on review for a possible further cut. "

http://www.nytimes.com/1994/06/01/business/business-technology-digital-s-debt-under-review.html

"The Digital Equipment Corporation's debt, stock and commercial paper have been placed under review for potential downgrade by the Standard & Poor's Corporation because of the computer maker's severe business woes, the rating agency said yesterday."

Could both "on" and "under" be standard English?

Top answer

Yes, they seem acceptable. I would guess that 'under' is more usual, since 'on review also has another slightly different meaning, as when soldiers are marched on review.
