OK, but my question now is that "Is it OK to put or use 'the' like this knowing that there are others around who have the authorities to forgive debts?" Yes. I already explained that there is one such authority but several people have it.

Try thinking of it as several people using the authority.

In the same way that a group of friends could share a car - today Peter has the car - it is still only one specific car, not just 'a' car.
